Each field carries its own provenance: which source said it, when, and how it was derived.

Source health is captured at the moment of determination — what the record could see, not what it can see now.

The hash and the supersession chain make the record citable: the same certificate, byte for byte, in the exam, the dispute, and the buyback.

What Floodcaster does not do

Floodcaster does not issue flood zone determinations.

It does not model flood risk.

It does not compute hydrology.

Modules are structurally prevented from producing certified quantities. The record describes the evidence behind your vendor’s determination; it never substitutes for it.
